Emerald is the third installment to Ruby and Sapphire. There are a couple of differences such as animations, Battle Frontier, plot difference (both Team Aqua and Magma appear in the game), Rayquaza as the main legendary, and a bit more.

You need a special ticket given out in Nintendo events, but yeah, you can really catch him.

In Pokemon Emerald, Sootopolis Gym Leader is not Wallace anymore...
It's Ardan (if I read it right, coz it's Japanesse!).
Wallace is the Champion right now, instead of Steven... I wonder why...

U can catch both Kyogre and Groudon after beating Elite 4...
Rayquaza is ready 2 catch after THAT event...

Latios and Latias, u only catch one of them after beating the game. Your mom will ask what colour of the pokemon that u saw in the TV. If u answer 'RED' (1st choice), then u can catch Latias. If u answer 'Blue', u can catch LAtios...
