no, you nedd an AR. and deoxys, unless you cheat, you can only get in firered/leafgreen

If you go to the Space Center in Mossdeep, talk to the scientist looking out the window, if he says 56 or higher, he'll let you go to space, if he says 100 or something higher, which I doubt he'll say anything higher, you can go to space, just look.

Pretty cool huh? On Ruby the guy says 24, I'm excited to see Deoxys, and I'll see it and Rayquaza on KidsWb in the new movie Destiny Deoxys.

The moon rumor has been proven to be a hoax. Deoxys is impossible to obtain in Ruby or Sapphire. But you can get him from Birth Island in FireRed, LeafGreen or Emerald using AR codes, they've stopped doing Nintendo Events.

As for Celebi, you can't get him at all unless you use cheat codes. I've got a code that'll put him in your PC if you want it. And I have codes that will get you to Birth Island in FR/LG and Emerald.
