i dont know if this has been done already, just felt like making a tutorial
i use 7.0
alright, im going to teach you how to make a funky little wire grid sort of thing that looks pretty neat
alright..

um...

step one.. make a 400 by 400 px canvas and press D to reset the color thingy.

now go to filter > render > clouds like so

after youve done that go to filter > pixelate > mosaic and apply cell size 10.
you should have a thing that looks somewhat like this

next, go to filter > blur > radial blur and set these settings

now go to filter > stylize > find edges
should look somewhat like this

next, go to image > adjustments > color balance or press ctrl + B and set the color you want. make it stand out as much as you can

now you can set it as a new layer over another image and set blanding mode to 'darken'
should look kind of like this

i know the example wasnt that good but its pretty good effect for a finishing touch on sigs or banners
