This explains to do a blurring kinda of text..

1.Start a new document..(any size is all right)
BTW If you want to use this in a sig be my guest..
If not then have a black BG
2.Type in your text in white using the text tool (press T)
3.Then go to blending options and use outer glow in these settings
Spread:14
Size:10
The rest leave them..(you can change the color tho)
4.Rasterize (right click on the text layer) your tetx and duplicate(Ctrl+J) it to 4 times at least..
5.On the 2nd copy of the text layer (which should be on top of the original text) go to filter-Blur-Motion Blur in these settings..
Angle-0 Distance-5
6.Repeat Step 5 only increase the Distance by 5 and go on each layer..
Now for animating...
Go to Imageready (Shift+Controll+M).
7.On slice 1 (i think thats what they are called..)
Danr this is gunna be tough not using images...
Heres your layers from bottom to top..
Layer 5
Layer 4
Layer 3
Layer 2
Layer 1 (A.K.A BackGround)
Slice 1:Layer 1 and Layer 2 checked
Slice 2:Layer 1 and Layer 3 checked
Slice 3:Layer 1 and Layer 4 checked
Slice 4:Layer 1 and Layer 5 checked
8.for the next slices just do them reverse..
Slice 5:Layer 1 and Layer 4 checked
Slice 6:Layer 1 and Layer 3 checked
Slice 7:Layer 1 and Layer 2 checked
