You don't master the size much but...its not bad...But the images seems a little fuzzy...

I`m going with chilli, as it looks like it was done in paint. Actually, it looks like you just took a render, added a solid color to the background, than just added a flare (or..whats it called, some filter or something)

I wouldnt dish out cash for Paint-Shop Pro, if you can nearly get the same program, GIMP, maybe even better, for free. Or dish out the cash for a lesser version of photoshop. (version 7.0 shouldnt be too expensive now that it's been outdated by two versions.)
