Photoshop elements 4.0

I want to make a sig but i cant figure out how to get the picture to be 100 by 400 like a sig is suposed to be i have photoshop elements 4.0 can someone help me out

Make a new doucument (Ctrl + N or File -> New). A screen should come up. Name the document, and where it says Width/Length, make it 400x100.
