Oblivion Iv :Elder scrolls. (gray fox last heist)

yo dudes. i need sum help.
ima redguard lvl 22
full dadric equips.
anyway. im at the imperial "old way" just before the door to the imperial palace at the guild quest "the last heist" or sth.
i have springhill jak's boots. and i know how to use em.
the block on the left activates the lightning shooters. but i dunno what the right block does or how to activate the iorn gate to get into the palace.
help any1?

NOTE!!! : to keep the boots of springheel jak you should attack one of the guards at the end and go to jail , serve your time and when you go out you will have the permanent effects of springheel jak!!!
