After you beat Team Rocket in the Hideout in Mahogany Town, Lance will give it to you.

It's easy all you do is go to the Rocket Hide-out and defeat the last member of Team Rocket, then team up w/ Lance and defeat all the electrodes and then you will recieve HM06.
