It means that the US and the Canadians are having a fight.

The US THOUGHT the Canadians were a ship and were going to crash into them.

They continued to fight about it and US even demanded for the Canadians to move...

Turns out that the US were talking to a lighthouse. The US were THREATENING a lighthouse to move.

Well for another but more understanding explanation:

Canadians want the US to turn 15 degrees south to avoid crashing.

The US suggests that the Canadians turn, but the Canadians tell them they have to.

The US then tries to tell them again, but the Canadians still say they have to

The US sort of THREATENS the Canadians, because they warn them they have 3 Destroyers 3 Cruisers. The DEMAND that the Canadians change course.

The US still thinks that the Canadians are a ship, because you usually get messages from ships to turn.

Turns out that the Canadians are not another ship, but a LIGHTHOUSE. Thus making the US look liek a fool and having arguing and trying to move a LIGHTHOUSE.
