max payne 2

can someone explane this to me please i have tried to find it to activate the cheats but cant seem to:
Start the game with maxpayne2.exe -developer new to this so be gentle lol :rolleyes:

i have no idea how to do that either ive beeen spending all night tryin to figure it out.
