You need to take the bucket to the water pump in the garden behind the kitchen. Fill up the bucket with water and then take the bucket back to the trough. Pour the water into the trough and the goat will move out of your way.

The goat harness is in one of the old run down houses in the abandoned villiage. You will get to this villiage after you get the goat out of the way. The harness is resting on an old goat cart. When you put the curser over it you will see the hand icon that tells you that you can pick it up.
