In order to unlock the Avenger Van, you need to complete the Story Mode and watch the final cut scene and credits.
You will then be able to select it under Vehicles on the Arcade screen. This Interceptor that never overheats no matter what level you are on becomes unlocked when you have completed Story mode and have gained ALL the Achievements.
