If you have an automatic transmission and do not wish to shift yet, hold L1 until you wish to shift. In Shift-Assist, hold R2 until you wish to shift.

First get a good car. Upgrade it to level 10. Then wait until the 4th, 6th or 8th month. Depends on your drivetrain, and enter one of the four races and place 1st till 4th to unlock the
racecar.
